All spending originates in the House. The budget is... spending. The Constitution does NOT say that POTUS can draft a budget. The House can't just approve/disapprove someone else's budget. If the Constitution does not *allow* a branch of gov't to do a thing, it cannot do it. There is misunderstanding. We do not hate America. Problem is that many Americans seem jealous when foreigners visit the country. They seem angry at us. I mean... I? was invited to dinner from a church, and church member's neighbor was so rude to me. He said, "Why are you here?". I go to party, I hear "Why are you hear". Church members were embarrassed. Many of those people have adopted black kids (one was from Ethiopia). We also helped to send gifts to Africa through World Vision, and prepared gifts(pens, school bags, etc) for America's poor communities. I doubt conservatives are raciest.
