I have been traveling 5 years on business, and I have only seen this happen one time. The time it did happen, the passenger was told to sit down and buckle his belt. The captain was notified and the plane was stopped, the tower was called, and the plane did not move again until he was in his seat and buckled in. The plane was still moving? in route to the gate when it happened. There is a huge risk for the airline, huge fines from the FAA for allowing this to happen. They won't risk it.
